The first day of the BWEC 2012 conference will incorporate the acclaimed Diálogos Capitais (The Capital Discussion). The Diálogos Capitais series of high level debates, organised by renowned Brazilian finance magazine, CartaCapital, address a wide range of finance and industry topics and are an established feature in the São Paulo business community. BWEC 2012 will be the location for the first Diálogos Capitais on the theme of wind energy. Participants will hear a high level debate featuring senior industry and government officials involved in the wind energy business in Brazil (with simultaneous translation), setting the scene for the sessions taking place during the remainder of the conference.

9.30 - Panel 1 - The future of wind power in the Brazilian energy matrix
Brazil has traditionally enjoyed a high component of renewable energy within its overall energy mix and demand for energy is rising rapidly, driven by strong economic growth and an increasing population. This session will assess the future of wind power within the context of overall energy policy and alongside other energy sources.
Themes to be addressed will include:
- The optimal mix of wind in the Brazilian grid – taking into account:
- Availability of wind vs. other power sources such as hydro, nuclear, natural gas and other renewables (biogas, solar)
- The location of wind resources relative to the largest concentration of energy users (in the South) and implications for grid connection
- The relative cost of wind power – and implications for other energy sources
- The role of wind power in reducing Brazil’s carbon footprint
- The role of wind in supplying industrial users of energy through the ‘free’ energy market
- Comparisons between the Brazilian energy mix and other countries around the world.

11.00 - Panel 2 - Financing the Brazilian wind power industry
The installed capacity of Brazilian wind was over 1.5GW at the end of 2011 and new capacity of 7GW is in the pipeline. Most wind projects developed in Brazil to date have benefited from favourable loan financing terms from the development banks (Banco do Nordest and BNDES). This session will discuss how future wind project development in Brazil will be funded.
Themes to be addressed will include:
The Auction System:
- The importance of a stable environment for investors in wind projects and the role of the auction system
Equity Project Finance:
- The role of equity finance for wind projects, including electric utility companies as investors (underwriters?) and the position of stock markets/private equity funds
- The role of foreign project developers investing in Brazil – are European developers here for the long haul, or is Brazil’s appeal a function of the slowdown elsewhere?
Debt Finance:
- Will the private sector take over from BNDES and Banco do Nordest as Brazil’s wind industry becomes established?
- Who are the key players in debt financing – are Brazilian banks gearing up to compete or will international ‘niche’ operators dominate in the space?
- To what extent will debt finance by international development banks (IFC, KfW of Germany, China Development Bank) play a role?
